Да, чистая установка помогла. Пришлось удалить предыдущую версию. При обновлении выдавало ошибку. Теперь по новой качать карты нужно. Без ВПН в России не скачаешь.

Method:
1) Uninstall previous version Sygic (clear Sygic data and memory before uninstalling!!!)
2) Install this Balatan's installation APK file
3) Run Sygic and download the 1/2023 maps in the application

Tested on 2 devices (Android 10 and 13)
Maps from the TMPe Console Downloader have not been tested.
