NetLimiter Pro 5.3.9

This release addresses (rare) problems with installer on Windows 11 where SAC (Smart App Control) prevented NetLimiter installation.
We also updated installer of NetLimiter InfoBar to version 1.30.
Many thanks to all who supported NetLimiter's development by purchasing a license.
